Add test to ensure GAPS cookie is sent for reauthentication

This recently regressed (see  bug 896862 ). I'll fix it for now to unblock the network service effort's porting. Someone more familiar than me should add a regression test for this (originally bug 460136).

I was working on bug 887061 and this bug here is also related to the whole network service effort, so it ended up on my plate.
I'm happy to pass it on to you, if you feel like you have cycles to cover this (I'm not familiar with GAPS at all and hadn't had time to look at his yet). If not, I can take care of it as well.
