Chrome OS - Setting "Keep Wi-Fi on during sleep" does not work when lid is closed

Go to Chrome Settings 2. Enable "Keep Wi-Fi on during sleep" 3. Use a network monitoring tool (on a different device) of some sort to see that the Chromebook is connected to the network. 4. Close the lid of the Chromebook 5. Observe shortly after closing the lid the device will drop off the connected network. What is the expected behavior? The device will stay connected to the network when the lid is closed and when the Keep Wi-Fi on during sleep setting is turned on. What went wrong? The Chromebook disconnected from the network and could not be monitored. Did this work before? N/A Chrome version: 70.0.3538.41 Channel: beta OS Version: 11021.34.0 Flash Version: 31.0.0.122 We use a network monitoring tool to help students who lose their Chromebooks locate them by trying to figure out what access point the Chromebook is connected to. However, it seems that when the lid is closed on a Chromebook they disconnect from the access points. Thus we are not able to help students locate them anymore. This has been tested on two different brands of Chromebooks, and on our school network and on a hotspot. In all cases when the lid on the device is closed the device disconnects from the network.
