Increase test timeouts for asan bot on ChromeOS |

Issue descriptionThere are a fair number of browser_tests on ChromeOS that either timeout, or complete very close to the max timeout on the asan/lsan tester. This leads to a fair amount of flake. I'm going to increase the multiplier on ChromeOS in hopes of less flake.

I'm doing this as a fair number of tests run very close to the limit, and often timeout. This leads to flake, which makes sheriffing tedious.
