FR: Policy to set default download to file system provider (FSP Dropbox, OneDrive, LinuxFiles, PlayFiles)

Issue description

Description:
There is a policy to set default downloads to Google Drive. 
Consider extending the policy to support default downloads to other file system providers such as OneDrive, Box, DropBox as well as Linux Files for Crostini, and Play Files.

Use case:
Downloading a file directly to a specific file system provider/cloud storage that the business has provided to there users saved users time from copying from local storage into to a cloud storage mount on the Chromebook. Default downloads to a cloud storage FSP makes switching to a Chromebook much easier and require less data migration. 


Motivation:
Make it easy for users to pickup any Chromebook and access there data and not have to consider moving data to cloud storage. 


Existing workarounds:
Manual copy and paste data from local to cloud storage.
