Create shortcut... 'Open as window' Option Missing

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Goto any site
2. Select Menu > More tools > Create shortcut...

What is the expected behavior?
Check box labelled 'Open as window' should be present to allow the link to open the site with minimal browser chrome (menus/tabs/etc.).

What went wrong?
This option is no longer present.

Did this work before? Yes Whichever was the current version on 2018-09-01

Chrome version: 70.0.3538.67  Channel: stable
OS Version: 10.0
Flash Version: n/a

It appears this option was disabled with the introduction of PWA (Progressive Web App) support.
Links previoulsy created this way still seem to work in version 70.
 
The feature has been moved.

new behaviour:
After creating the shortcut
1. Select new tab
2. Select 'Apps' link
3. Right-click newly installed app
4. Select 'Open as window'

As per comment #1, as the 'Open as Window' option is moved to the context menu of the app in chrome://apps, can you please confirm if anything else is required from our end in triaging the issue or this issue can be closed?
