Steps to repro:
# Generate a simple notification by turning ChromeVox on, if already on, Turn chromeVox off and back on with alt+ctrl+z
# Press alt+shift+s to get to the status tray
# Shift tab until the text 'ChromeVox enabled Press Ctrl + Alt + Z...' is spoken
# Notice that ChromeVox reads, after the text, 'Notification settings, press search+space to activate'
# Press search+space

Expected: Notification settings should appear or ChromeVox should not announce 'notification settings'

Actual: Nothing happens
