Issue description

Implements:
  - GetAuthenticatedAccountId
  - StartSignInWithRefreshToken
  - GetAccountIdForAuthInProgress

The first API is already available as IdentityManager::GetPrimaryAccountId(), but the other two need to be implemented, see crbug.com/889902
