PIN field is not visible

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
Try to login to a page which requires smart card credentials on Windows 7. This problem occurs on an intranet web site.

What is the expected behavior?

What went wrong?
No PIN field

Did this work before? Yes 69.0.3497.100

Chrome version: 70.0.3538.67  Channel: stable
OS Version: 6.1
Flash Version: 

Enterprise environment. Our users are reporting that they dont see a PIN field in the Windows security dialog.
Issue occurs after update from Google Chrome 69.0.3497.100 to 70.0.3538.67 on our clients with Windows 7. No issues have been reported from Windows 10.

It seems that this problem started with 70.0.3516.0. No problem with 70.0.3515.0.

We've got the same issue here, only on windows 7, with no solution right now.

Same issue as of today. Shoud we wait for a bugfix?
I'm seeing the same issue on Win10 and Win7.  Curiously, Server 2012r2 works fine.  Chrome Version 70.0.3538.67
