[Internal]: View tabs button has wrong padding

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
1. Enabled chrome design flag and restarted twice, Long press open tabs button and observe wrong padding

Chrome versions tested:
69.0.3497.100, 72.0.3584.0

OS:
Android 9.0.0

Android Devices:
Pixel 2 XL

Using the per-revision bisect providing the bisect results,
Good Build - 68.0.3415.0
Bad Build - 68.0.3416.0

Thanks for the report. This is a P3 polish item since it's a very minor visual misalignment of a toast that's not shown very often.
