What steps will reproduce the problem?
(1)Sign into user >> Open 'Set Wallpaper Screen' in max size
(2)From ubertray/Accessibility >> enable Docked Magnifier
(3)Select any wallpaper for preview and observe its header

Actual: Wallpaper details are seen missing in preview,when Docked Magnifier is enabled, even unable to scroll to top to check the same.
Expected: Able to see the  wallpaper preview details header when Docked Magnifier is enabled

This is a Non-Regression issue seen from M-70
