Regression: Unnecessary separator line is seen between Vk icon and ubertray in lock screen

Chrome Version: 72.0.3582.0/11168.0.0 dev channel   Candy, Celes & Peppy

What steps will reproduce the problem?
(1)Sign in to user>> Lock the screen 
(2)Enable On-screen keyboard from ubertray and observe unnecessary separator line is seen between Vk icon and ubertray and also overlapping on ubertray button frame

Actual: Unnecessary separator line is seen between Vk icon and ubertray and also overlapping on ubertray button frame
Expected: No separator line should be seen as Vk icon and ubertray already have button frames

This is a  Regression issue as same is working fine in M71

NOTE: Issue is also seen in signed-out screen and Issue is seen in signed-in screen and guest user when any window/ app launcher is open
