OS : Mac(10.13.1, 10.13.6, 10.14.1), Windows(7,8,10), Linux(14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and navigate chrome://settings/fonts
2. Reload page and observe the 'Font size' slider.

Actual Result : Movement of 'Font size' slider is seen while page is being reloaded. 

Expected Result : 'Font size' slider should not move when reloading the page.

This is a regression issue broken in M-71 and below is the bisect information:
Good Build : 71.0.3564.0 (Revision : 594950)
Bad Build : 71.0.3565.0 (Revision : 595251)

1. Able to reproduce issue in Dev build #71.0.3578.10
2. Unable to provide bisect using 'per-revision' script as it shows traceback error, hence provided suspect through 'Chromium bisect'.
