Hovering on and off empty folders in the bookmarks bar triggers a weird behaviour

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Create a new empty folder in the bookmarks bar, with the name "Ping"
2. Create another new empty folder in the bookmarks bar, with the name "Pong" 
3. Hover (with your mouse pointer) from Ping to Pong and from Pong to Ping over and over again (over their folder names). You will see how every time a weird empty bookmark is added to each of the folders in an infinite loop.

What is the expected behavior?
No new weird empty items should be added to any of the empty folders

What went wrong?
New weird empty items are being created for no reason

Thanks for the report. That's fixed in latest Chrome Stable Version 70. Please update your Chrome and retest it.
