Regression: Blue focus highlight is not seen properly on 'Undo' button on 'Password deleted' bubble.

Issue descriptionChrome Version: 72.0.3584.0 (Official Build) Revision 945ab041ec6ac3fb389f94dcbfebb1839a12a69b-refs/branch-heads/3584@{#1} (32/64-bit) OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS) Pre-condition: At-least one password entry must be saved under 'Saved Password' section on chrome://settings/passwords page. What steps will reproduce the problem? 1. Launch Chrome and navigate to chrome://settings/passwords page. 2. Click on 'More action' icon under 'Saved Password' section and select 'Remove' option. 3. Now press 'Tab' key to reach the focus on 'Undo' button on 'Password deleted' bubble and observe. Actual: Blue focus highlight is not seen properly on 'Undo' button. Expected: Blue focus highlight should seen properly on 'Undo' button. This is a regression issue, broken in M-72 series, will soon update bisect info. Kindly review the attached screen-cast for reference. Thank you.

I think this is more likely caused by https://chromium.googlesource.com/chromium/src/+/177774d57a744b75630cba5507c3bf1ed419aea3.
