new incognito window keyboard shortcut not working

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. shift command n
2. press keys for action
3. regular new window open

What is the expected behavior?
when I tried the function new window page open. 

What went wrong?
I am not sure but other laptops I have work but this one I'm on is not working at all.

Did this work before? No 

Chrome version: 70.0.3538.67  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

Please help me fix it..

Thanks for your report - I can't reproduce this with 70.0.3538.67 on 10.13.6 (i.e., your exact setup) :(

Some extra details that might help:
* What locale / language is your machine set to?
* What keyboard layout are you using?
* In the "File" menu, what hotkey do you see for "New Incognito Window"?
Will answer in the order you asked:
1) Language is English

2) QWERTY keyboard

3) Shift Command N

Tried to reproduce the issue on reported chrome version 70.0.3538.67 using Windows 10.13.6. Attaching screencast for reference.
Steps: 
---------
1. Launched reported chrome 
2. Opened new tab and clicked Shift Command N 
As we are observed that new incognito window opened 

@Reporter: Could you please review the attached screen-cast and confirm if anything being missed here and Request you to retry this issue with fresh profile without any extensions & apps or reset all the flags and let us know if issue still persists.

#8: #7 is one of our test engineers reporting that they can't reproduce this - which unfortunately makes two of us. I'm not sure why this would be behaving incorrectly.

This is somewhat of a shot in the dark but does the command-shift-n shortcut work in Safari?
As matter of fact it didn't work in Safari either makes me pause for concern.

#11: Indeed.

I guess the next things to check are:

1) In System > Keyboard > Shortcuts, is there some other shortcut that is bound to command-shift-n? Especially take a peek at "App Shortcuts" in there.
2) In System > Keyboard > Input Sources, what is your keyboard layout set to?
3) In System > Security & Privacy > Privacy, are there any apps that have Accessibility access? Those apps could be intercepting or interfering with cmd-shift-n maybe.

This is moving out of the scope of Chromium bugs though so I'm not sure how much help I'll be able to provide :\.
Ok will do and check those steps you mention let you know by the end of the day. Thank you for your time and helping me.

Remarking Needs-Feedback per #14.
Gonna answer in the order in comment 13:

1) I looked at it and see nothing interfering especially App Shortcuts

2) The keyboard is set to US-ABC

3) No and do not have apps interfering 

I am puzzled and confused what is causing the behavior. I even did a clean re-install on Mac OS High Sierra to correct it and nothing happen and it is doing the same thing with Safari.

My next step is to a place where I normally go see what is going and correct it.

Took it to a computer place and tech guys couldn't figure it out either. :( I'm gonna let it slide by using mouse to hover to click new private window. It is not the end of the world. LOL !!! Thanks for your time ! :)
Status: WontFix (was: Unconfirmed)
Per #11, the fact it doesn't work in Safari suggests something on the machine. Safari responds to Shift+Command+N.

Marking WontFix I would strongly suggest reevaluating the keyboard on the machine.
