Regression: Background for 'Remove this person' is not seen on 'Manage people' window.

Chrome Version: 72.0.3584.0 Revision 945ab041ec6ac3fb389f94dcbfebb1839a12a69b-refs/branch-heads/3584@{#1}(32/64 bit)
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1) Launch chrome, navigate to 'Manage people' window
(2) Click on three dots of Person to remove it and observe.

Actual: Background for 'Remove this person' is not seen.

Expected:  Remove this person button should be proper.

This is a regression issue, broken in 'M72', will soon update other info:

@dpapad: Could you please look into the issue, pardon me if it has nothing to do with your changes and if possible please assign it to concern owner.

NOTE:
1) Issue is also seen on Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS).
2) Tried per revision bisect on Windows, Mac and Linux OS but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error .
3) Hence, provided suspect through 'Chromium bisect'.

MD User Manager: Update <style is="custom-style"> for Polymer 2

Wrapping <style is="custom-style"> with <custom-style> per Polymer 2
migration guide.

This also fixes a styling issue with the remove user button, which
occurred when Polymer 2 was turned on by default.

Retested and Rechecked above issue on Windows(7,8,10) using canary build #72.0.3590.0 and it is fixed.
