Regression: Contents on siteDetails page are seen missing and appear distorted

Issue description

Chrome Version: 72.0.3584.0 (Official Build) Revision 945ab041ec6ac3fb389f94dcbfebb1839a12a69b-refs/branch-heads/3584@{#1}(32/64-bit)
OS: Windows(7, 8, 8.1 ,10)

What steps will reproduce the problem?
1. Launch chrome, navigate to www.gmail.com.
2. Click on the secure lock icon next to URL in omnibox and click on 'Site settings'.
3. Observe the site settings(chrome://settings/content/siteDetails) page.

Actual Result  : Contents on page are seen distorted.
Expected Result: Contents on page should not be seen distorted.

This is a regression issue broken in ‘M-72’ and will soon provide bisect information:
Good Build : 72.0.3583.0
Bad Build  : 72.0.3584.0

You are probably looking for a change made after 600223 (known good), but no later than 600228 (first known bad).

Note:
1)Issue is also seen on Mac(10.13.1, 10.13.6, 10.14.1) and Linux(14.04 LTS) OS
2)Tried per revision bisect on Windows ,Mac and Linux OS but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect" error

Settings UI: Declare implied Polymer properties in SiteDetailsPermission

The site details page passes an icon, category, and label to each
site-details-permission element, but these properties are not declared.
As a result, in Polymer 2, the page appears distorted, and the labels
and icons are missing.

Update :

Rechecked the above issue on Windows(7,8,8.1,10), Mac(10.13.1 , 10.13.6, 10.14.1) , Linux (14.04 LTS)OS with latest Canary version #72.0.3590.0 and the issue is fixed.
