Selecting multiple tabs to move as a group no longer works

Issue description

Chrome Version: 69.0.3497.100 (Official Build) (64-bit)
OS: macOS 10.13.6
What steps will reproduce the problem?
(1) Hold down Command and click multiple tabs
(2) Attempt to drag tabs to a new window

What is the expected result?
In previous versions of Chrome (before the UI redesign), clicking multiple tabs while holding Command would cause the tabs to be selected (they would appear in a slightly lighter color) and dragging them into a new window while selected like this would move them as a group.

What happens instead?
Only one tab is dragged out and selecting multiple tabs seems to not happen at all.

I can't repro this on Canary or M70 stable. I remember some bugs flying around it a while ago, so maybe it got fixed for 70?

schottm@, does this persist on the latest stable for you? If so, how about Canary?
