Android download home: Error reason mostly shows "Waiting for network"

Issue description

Chrome Version: 72.0.3583.0
OS: Android

Even if the user has encounter other issues, like disk no space, the UI on notification and download home will show "Waiting for network" error message.

This is due to we always push PendingState.PENDING_NETWORK to UI.
