Favicon is not downloaded when using --headless parameter

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Visit a site with a rel="favicon" element with the --headless option
2. Log all the network requests with pupppeteer or similar
3. The favicon is not downloaded

What is the expected behavior?
The request to download the favicon to be done, same as when running without the "--headless" option

What went wrong?
The favicon request is not done. This is a different behavior than when running Chrome without the "--headless" parameter.

Thanks for filing the issue.

@reporter: The issue seems to be related to puppeteer and Headless chromium which is out of scope for TE. Hence adding label TE-NeedsTriageHelp and requesting someone from the respective team to have a look into this and help in further triaging it. Tentatively adding "Internals>Headless" components.
