OOBE: network list overflows container

This is pretty ugly to users and should be resolved in 71.

I'm unsure who to triage to, so any help is appreciated.

71.0.3567.0 is even before the branch. THis has been already fixed. Please reopen if it can be reproduced after 71.0.3578.9 (which has a fix).
