What steps will reproduce the problem?
(1) Recover device and sign in
(2) Connect external display
(3) Open crosh and execute: sudo reboot

What is the expected result?
Device should reboot and the developer screen should be shown.

What happens instead?
Device reboots to a black screen.  After ~30 seconds the device will chime and boot normally.

*Note:  This issue does not occur if you perform the powercycle via the physical power button
