The app icon / title swap z-order with the window preview when opening and closing overview

Issue description

Chrome Version: 71.0.3572.0


The title is all that was included in the bug report. Contact mccanny@ for clarification

Ben, do you mean the title and icon are stacked above the window preview?

They are intentionally like that because they eat events aimed at the window preview. I guess we could keep them underneath for the duration of the animation, but its kind of hard to notice at normal speed especially since the title fades in.

Yeah, that's what I was referring to. I'll add a screen recording when I have a better internet connection, but my concern is about inconsistency between opening and closing animation. It looks, at least, like the z-ordering is different between open and close animation. If there are technical limitations we can try to design around them.

You can see that it's layered above on open, but layered below on close.

I think this is obsolete now that the titles fade in after the animation is finished.
