Keyboard stop work after close file choose with esc

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Open any page with file field
2. Click to choose file
3. Single click on any file ou folder
4. Close with ESC key

What is the expected behavior?
We expect keyboard still work after close system env file chosen

What went wrong?
Keyboard stop work on any part of browser. Dev tools, another tab, just stop

Did this work before? Yes 67

Chrome version: 70.0.3538.67  Channel: stable
OS Version: Debian 9.5
Flash Version: 

This was happening lot of time, on different system with mate. Debian 8, 8.1, 9, 9.5. Actualy i'm using Debian 9.5 with Mate 1.20.3 at this time. And this happen on fresh install without any lib or some extension installed

scorninpc@ Thanks for the issue.

Tested this issue on Ubuntu 17.10 on the reported version 70.0.3538.67 and unable to reproduce the issue by following the below steps.

1. Launched Chrome and navigated to sample Choose file codepen - https://codepen.io/sazzad/pen/antDJ
2. Enabled on-screen keyboard and could enter text with on-screen keyboard in omnibox.
3. Clicked on Choose File button -> Selected a folder -> Closed the window by pressing Esc key
4. Tried entering text in the omnibox using on-screen keyboard and no issues are observed.
Attached is the screen cast for reference.

As this issue is reported on Debian 9.5, this flavour of Linux is not available at TE end to test and confirm.
Hence adding 'TE-NeedsTriageFromHYD' label and request Inhouse team to look into the issue and help in further triaging.

Unable to reproduce the issue on Debian Rodette with chrome #70.0.3538.67 as per steps mentioned in the comment #0

Since TE doesn't able to reproduce the issue, adding TE-NeedsTriageHelp label for further triage.
