VPN toggle on the bottom panel does not reflect the correct connection status.

Issue description

Chrome Version: <From about:version: Google Chrome 70.0.3538.69>
Chrome OS Version: <From about:version: Platform 11021.51.0>
Chrome OS Platform: <Careena>
Network info: <WiFi>

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1) Connect to OpenVPN from chrome://settings page.
(2) Open the right bottom panel.
(3) Click on VPN (key)icon.
(4) On the private network panel, click disconnect
(5) Go back to the main panel using the arrow key.

Expected Result:
VPN(Key) icon should show up as off.

Actual Result:
VPN icon incorrectly displays that it is still connected.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always. 

What is the impact to the user, and is there a workaround? If so, what is
it?
User confusion. 
Workaround:
Refresh the panel by closing and clicking it back to open.

I assume by "right bottom panel" you mean "system menu" ?

Yes, the system menu(check screenshot). Also happens on M71- Nocturne(11151.4.0, 71.0.3578.8)

Unified: Update VPN enabled status during open.

VPN feature pod button didn't update when VPN connection state changed
during UnifiedSystemTray is open. It was because it didn't observe the
network state change.

This continues to be an issue on 11151.24.0 Nocturne. Should we mark this release block stable?

Seeing this issue on M71-11151.25.0 Nocturne. 
Status: Fixed (was: Assigned)
The fix landed in 72.0.3586.0, and will not be merged to M71 as it's P2 (or probably P3 level severity)
