Shutdown the chromiumos waterfall, with URL redirect.

Issue description

The chromiumos waterfall is now offline, and builders associated with it should be taken off line.

All GCE builders have already been reclaimed.

This CL will delete the waterfall configuration files:

On reflection, we would like to know if it's possible to setup the waterfall's public URL as a redirect, so that we can have a page that explains to people where to look now.
You want it to redirect to your ci.chromium.org like tryserver etc does?  Yes, we can do that too.  http://build.chromium.org/p/tryserver.chromium.linux for example
Jason, where do you want to redirect it? Preferably something world readable.
I was thinking a GS bucket with public-readable ACL but not sure which one of if we need to establish a new one. For now, maybe just direct to the external amd64-generic builder GS artifacts?

This bucket now exists, and should be world readable without authentication:
