Site Muting: Remove SoundContentSetting flag

Site muting has been stable for a long time and so we should remove the legacy tab muting code and the flag

Looks like some of this was done in (https://chromium-review.googlesource.com/c/chromium/src/+/1241813) for  bug 752226 .

However, I don't think that included the SoundContentSetting flag (and possibly other things).

Please don't remove that. Tab muting, rather than site muting, should be default and available... not the other way around... This is totally backwards. Everybody wants tab muting, whoever suggested that change is obviously completely out of touch with the users.
