Rollback servos to R70-10968.0.0

Looks like the update to R71-11149.0.0 caused servos to fail self-repair: https://crbug.com/895705, https://crbug.com/895692.

Rolling back to R70-10968.0.0 - the last version known to not cause self-repair issues.

Considering the option of upgrading to ToT (R72-11168.0.0) instead due to the inability to downgrade below 11091.0.0 (see issue 896452 #c18).
