Provide Enterprise policy to set customize app launcher on Chrome OS (expanded/full screen, and order of apps)

Issue description

Description:
Provide a User and Device policy to enable the customization of the Chrome OS app launcher and allow a configuration where the app-launcher is expanded and default. 

Use case:
IT admins would like to show a page of all the applications/extensions for the user to easily see and launch on there desktop in additional to the app shelf.

They want to set the size of the icon, often using large icons placed in a specific order to make it easy for employees to launch key apps for there job. 


Motivation:
Retail Vertical -  Customizing there desktop specific to there job role would increase productivity and adoption of Chrome devices. Sometimes there job requires them to use a computer to complete very specific task in a short time, multiple times within a day, and then go back to there primary job that could be interfacing with customers. Removing additional steps to complete any tasks makes the Chrome experience better.

+Omri who can speak to launcher specifically.
In general we like to give admins lots of control over content and allowing /disallowing certain features and actions, but don't give much control over UX fundamentals like icon size, etc.
