Create JankyIntervalsPerThirtySeconds v2: include viz service main thread.

Right now, the top source of jank on the browser process main thread is due to synchronous IPC, which blocks on gpu process main thread jank.

With viz service, this jank will go away, but the user will still have a very bad experience. We should include gpu process main thread in the v2 version of the metric.

Eric, could you please elaborate a bit? What do you mean the user will still have a very bad experience. What is the cause if not the sync IPC to the GPU process? Thanks!

If the GPU process main thread is backed up, then the user won't see any visual updates, right? [sorry, maybe this should be the thread to which the viz service is bound?]
