Able to reproduce the issue on reported chrome version #67.0.3396.62, latest stable #70.0.3538.67 and on latest chrome 72.0.3584.0 using Ubuntu 17.10, Mac OS 10.13.6 and Windows 10 by following steps as per comment#0.

The behavior is observed from old M-60(60.0.3112.40) builds, hence marking it as untriaged and requesting someone from the dev team to look into the issue.
Thanks.!
