Inherit highlight color from system's settings

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Start Chrome on Windows 10 or any other version
2. Change the Highlight color from the registry settings -

3. Restart the system
4 Start system and open chrome select some text and you'll see the highlight color is still blue instead it should be what we changed above

What is the expected behavior?
The expected behaviour is the highlight colour should be inherited from system's setting but currently, it's blue no matter what you set in the system setting. This works well on macOS chrome but not on Windows + Linux. I have tested this works as expected on edge (Windows) as well.

What went wrong?
This should have been red since I changed the highlight color from registry settings.

Chrome version: 69.0.3497.100  Channel: stable
OS Version: Windows 10
Flash Version: 

This should work since other browsers have implemented this behaviour.

Mac already does this.
Yes, works on macOS. We need to make it work on Linux and Windows as well.
