Issue description
UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36
Steps to reproduce the problem:
1. Open html-file containing:
<html>
<head>
<link rel="icon" href="favicon.ico">
</head>
<body>
<div onclick="window.history.replaceState({test: 'test'}, 'test')">test</div>
</body>
</html>
2. Open DevTools (F12), Network.
3. Click 'test' in window opened on step 1.
What is the expected behavior?
No favicon.ico requests on clicking 'test'.
What went wrong?
Every click (step 3) produces new favicon.ico request (in DevTools/Network opened on step 2).

Chrome version: 70.0.3538.67 Channel: stable
OS Version: 10.0
Flash Version:
chrome 69.0.3497.100 (64), 70.0.3538.67 (64);
opera 56.0.3051.43.

vasily.filimonov@ Thanks for the issue... Able to reproduce the issue on reported chrome version 70.0.3538.67 also on latest chrome 72.0.3583.0 using Mac 10.13.6, Ubuntu 14.04 and Windows 10. Same behavior is seen on M60(60.0.3112.113) hence considering it as non-regression and marking it as Untriaged.Removing Needs-Bisect label to it. Thanks!
