In Chrome ver. 70 user cannot authenticate through smartcard

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go to website that allows user to authenticate himself/herself  with a smart card through (e.g https://www.eesti.ee/en/)
2. Start the authentication process by choosing "Login with ID-card"
3. Select the smart card certificate

What is the expected behavior?
A window("Windows security") with a box in which a user can enter his/her PIN code appears. 

What went wrong?
Authentication window appears but without the necessary input box in which the user can input the PIN code

Did this work before? Yes 69.0.3497.100
