Regression : [Print Preview] Unable to keep focus on 'Manage' link using 'Tab' key on 'Select a destination' overlay.

Issue description

Version: 72.0.3583.0 (Official Build)Revision 6d94d291fef5dc66b71e3456371e2722c07f945b-refs/branch-heads/3583@{#1}(32/64-bit)
OS: Mac OS X(10.13.1,10.14.1,10.13.6)

What steps will reproduce the problem?
1. Launch chrome,navigate to chrome://settings page
2. Now under 'Appearance' section disable "Pressing Tab on a web page highlights links, as well as form fields" toggle button
3. Press 'Ctrl + P' keys to open 'Print Preview' and click on 'Change' button to open 'Select a destination' overlay.
4. Now press 'Tab' key to traverse focus on 'Manage' link and observe

Actual: Blue focus ring doesn't traverse through 'Manage' link on pressing 'Tab' key
Expected: Blue focus ring should traverse through 'Manage' link on pressing 'Tab' key

This is regression issue, broken in ‘M 72’ and below is the bisect info :
Good build: 71.0.3578.0 (Revision: 599035)
Bad build:  72.0.3579.0 (Revision: 599392)
 
You are probably looking for a change made after 599259 (known good), but no later than 599290 (first known bad).

@rbpotter - Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note : 
1. Provided suspect through 'Chromium bisect' script because unable to perform bisect using 'per-revision' bisect script.
2. Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error.
3. Issue is not seen on Windows (7,8,8.1,10) and Linux (14.04 LTS)

Kindly review attached screen cast for same.

This is working as intended. Print Preview is a web page and the manage link is a link to the settings page. If you turn on a setting to stop highlighting links when tab is pressed on webpages, it is expected that this link will not be highlighted.
