Unable to reproduce the issue on reported chrome version 69.0.3497.100 and latest stable 70.0.3538.67 using Windows 7.Attaching screen-cast for reference.
Steps:

0. Launched reported chrome 
1. Opened https://www.douyu.com/122402
2. click the rightmost button of controlbar to make full screen 
As we are observed that The scrolling text is not disappeared

It seems there is some problem that cause the scroll text does not appear in your computer.
I recorded a video to show you the issue.
After this I will update to version 70 to check is this still appears.

There is two version chrome in the video, first is 69, the other is 63, you can see the difference.

I just updated to chrome 70.0.3538.77(64bit), it still has this issue.

Re-tested this issue on Windows 10 on the latest Stable 70.0.3538.77 and unable to reproduce the issue.
On playing the video on the given link above and clicking on the fullscreen button, cannot observe any scrolling text on the video as mentioned in comment #2.
Attached is the screen cast for reference.

As this issue is not reproducible at TE end, adding 'Blink>Animation' component and requesting the team to look into the issue and help in further triaging.

Cannot reproduce. Could you extract a minimum test case to show this bug, instead of a big website.

Also, is this the same problem as 900162.

Just FYI: the provided url https://www.douyu.com/122402 is a live stream room so there may be no "scrolling text" a.k.a "bullet hell" if no one is watching the content. To reproduce, it's better to watch a more popular channel. e.g. https://www.douyu.com/directory/sport/cate
