Regression: Unable to quit the Chrome browser using keyboard shortcut buttons for Hindi language.

Issue descriptionChrome Version: 71.0.3578.10 (Official Build) Revision a04d4e218f0813212aa325e038e8961b62fd40ff-refs/branch-heads/3578@{#68} (32/64-bit) OS: Windows (7, 8, 8.1, 10). What steps will reproduce the problem? 1. Launch Chrome, change browser language to Hindi from chrome://settings/languages and 'Relaunch' the Chrome. 2. Now press "Alt + F" followed by "X" key from keyboard to exit the Chrome browser and observe. Actual: Unable to exit the browser on pressing "Alt + F" followed by "X" key from keyboard. Expected: Should be able to exit the browser on pressing "Alt + F" followed by "X" key from keyboard. (In Good build: 70.0.3524.0, able to exit the browser on pressing "Ctrl + Shift + Q" key from keyboard for Hindi language) This is a regression issue, broken in M-70 series, below is manual regression range: Good build: 70.0.3524.0 (Revision: 583421) Bad build: 70.0.3525.0 (Revision: 583911) You are probably looking for a change made after 583773 (known good), but no later than 583782 (first known bad). Tried performing 'per revision' bisect on multiple Windows and Mac machines but unable to perform the same since getting "RuntimeError: We don't have enough builds to bisect." error. 3. This issue is not reproducible on Mac(10.13.1, 10.13.6, 10.14) & Linux(14.04 LTS) OS. 4. This issue is also reproducible on Stable & Beta #70.0.3538.67, Dev #71.0.3573.0 & Canary #72.0.3582.0 Kindly review the attached screen-cast for reference. Thank you.

No, This issue is not related to popup बा instead of ब. In this issue we are unable to quit(close) the Chrome browser using keyboard shortcut buttons for Hindi language.
Bad build behavior(70.0.3525.0): we are unable to quit the Chrome browser using keyboard shortcut buttons("Alt + F" followed by "X" key) for Hindi language.
Good build behavior(70.0.3524.0): we are able to quit the browser using keyboard shortcut button(Ctrl + Shift + Q) for Hindi language.

***Mass UI Triage*** Just to update: Still we are able to reproduce the issue on latest canary #72.0.3610.0 on Windows(7,8,8.1,10) and Linux(14.04) OS. @thomasanderson: Could you please take a look into this issue. Thank you.
