What steps will reproduce the problem?
1. Launch chrome and add above mentioned extension.
2. Click on extension icon in toolbar to open the overlay.
3. Try to scroll on overlay using mouse wheel and observe.

Actual Result  : Unable to scroll on extension overlay using mouse wheel.
Expected Result: Should be able to scroll on extension overlay using mouse wheel.

This is a regression issue broken in ‘M-71’ and below is the bisect info :
Good Build :71.0.3561.0 (Revision : 593802)
Bad Build  :71.0.3562.0 (Revision : 594163)

You are probably looking for a change made after 594007 (known good), but no later than 594043 (first known bad).

Note: 
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect . revlist: []" error message.
2. Tried on other machines but still getting the same error again.
3. Hence provided suspect through 'Chromium bisect'.
4. Issue is also reproducible on Canary #72.0.3582.0
