[Findit] Flake Detection: support hidden flakes causing rerunning iterations

Issue description

1. store occurrences of this type
  a. store a sample and counts of occurrences for a certain time range
2. rank flakes properly
3. Display occurrences of this new type

Status: Verified (was: Assigned)

We are using the same FlakeOccurrence to store hidden flakes and this type of flakes have been detected and showed on UI.
