[Findit] Flake Detection: Support various types of flakes

Issue description

Currently Flake Detection is supporting flakes that cause false rejections.

We also want to support other types of flakes:
1. Hidden flakes by 'retry_with_patch' step on CQ
2. Hidden flakes causing rerunning iterations on CQ
3. Flakes on CI that causes step failure
4. Hidden flakes causing rerunning iterations on CI
