Steps To Reproduce:
1) Login as guest user.
2) Click to open the right bottom panel and click on settings icon
or try to navigate to chrome://settings page through URL bar. 

Expected Result:
Chrome://settings page should be displayed.

Actual Result:
Settings page does not load up.

reproduce?)
Always.

Options that can be enabled or disabled through this page are not available to the user.
