Guest user cannot open settings page. |

Issue descriptionChrome Version: <From about:version: Google Chrome 71.0.3578.8> Chrome OS Version: <From about:version: Platform 11151.4.0> Chrome OS Platform: <Nocturne/ Akali> Network info: <WiFi> Please specify Cr-* of the system to which this bug/feature applies (add the label below). Steps To Reproduce: 1) Login as guest user. 2) Click to open the right bottom panel and click on settings icon or try to navigate to chrome://settings page through URL bar. Expected Result: Chrome://settings page should be displayed. Actual Result: Settings page does not load up. How frequently does this problem reproduce? (Always, sometimes, hard to reproduce?) Always. What is the impact to the user, and is there a workaround? If so, what is it? Options that can be enabled or disabled through this page are not available to the user. Please provide any additional information below. Does the system crash or does it just not open the settings? crbug/895201 referenced this bug but I believe the behavior is different...

kbleicher@ Behavior is same as in crbug.com/895201. Browser crash happens on opening settings. Confirmed on M71 (11151.4.0, 71.0.3578.8) dev-channel nocturne.

This issue is a seg fault which is NOT related to the string issue in issue 895201.

Does #4 imply that #3 isn't relevant, or is #3 a potential DUP? Still no owner and this has been open as a P1 blocker for a while. Can we get some eyes? Thanks :-)

This is being tracked at crbug.com/896870 . The fix has been found and is out for review.
