Camera app is not switching to USB camera on dual onboard camera supporting chrome devices.

Google Chrome	71.0.3578.8 (Official Build) dev (64-bit)
Platform	11151.4.0 (Official Build) dev-channel coral-unibuild (astronaut babymega babytiger blacktip blacktip360 blacktiplte blue bruce coral epaulette lava nasher nasher360 porbeagle rabbid robo robo360 santa whitetip)

What steps will reproduce the problem?
(1) Sign in to the chromeOS device ( onboard dual camera supporting device)
(2) Connect USB camera.
(3) Start camera app.
(4) Switch between cameras using "Toggle camera" icon

What is the expected result?
User should able to switch between all available cameras.


What happens instead?
Switching between only onboard cameras.
Not able to switch to USB camera.


Note: This issue is specific to camera app.
USB camera is working fine with webrtc.

Happening in 69.0.3497.120 for enterprise users on Camera app version 5.2.5
not happening to camera version 5.1.2
++ Case 17326785 

When they switch to video using the other camera (world-facing on the keyboard), they receive an error "camera error. can't connect to camera"
