iPad header offset errors with browser-container-fullscreen enabled.

Seeing lots of header offset bugs on iPad right now.  This is with browser-container-fullscreen enabled.

I think this is because the smooth-scrolling is now on by default.
Once crrev.com/i/690509 is landed, it should be fixed.
Could you check again, the patch made it to Canary.
Testing by enabling browser-container-fullscree, on an iPad running 72.0.3585.

Still seeing this on cnn.com
Here is a screenshot on 72.0.3589.
I don't see the issue, can you elaborate?

In the video, it seems that chrome://version is indicating 3585.
I tried on iOS 12 and iOS 10, I still can't repro.
Are you sure you tried on the latest Canary?

Looks good on 72.3596 and 71.3578

Marking Wontfix, although perhaps it should just be a dup of 891634.  Up to you.
