I think this is because the smooth-scrolling is now on by default. Once crrev.com/i/690509 is landed, it should be fixed.

In the video, it seems that chrome://version is indicating 3585. I tried on iOS 12 and iOS 10, I still can't repro. Are you sure you tried on the latest Canary?
