Download fails if Download Manager is displayed on NTP

App Version (from "Chrome Settings > About Chrome"): M68 and newer
iOS Version: iOS 11+
Device: All

Steps to reproduce: 
1.) Load https://www.barebones.com/products/textwrangler/download.html
2.) Tap on Download
3.) GO back to NTP
4.) Start downloading

Observed behavior: 
Download does not start

Expected behavior: 
Download should start

This will be fixed when DownloadManager adapt HTTPSystemCookieStore. because it has a work around for getting the callback to run when there is no active webviews
