HTML select element is not being announced by Voiceover when the value is an integer

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Turn on Voiceover for Mac 
2. Select an option in a <select  that is an integer (e.g. 1, 30, etc.)
3. Tab off the <select>
4. Tab back to the <select>

What is the expected behavior?
The value of the <select> should be announced

What went wrong?
The value of the <select> is not announced

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

I've created a Codepen for testing the different scenarios:

Notice '01' and decimals are announced.

Able to reproduce the issue on Mac OS 10.13.3 on the reported version 69.0.3497.100 and the latest Canary 72.0.3582.0.
Issue is not applicable to Windows 10 and Ubuntu 14.04.

This is a Non-Regression issue as this is observed from M-60 chrome builds on Windows.
Hence marking this as Untriaged for further updates from Dev.
