Fake Omnibox is not displayed in Multitasking mode. |

Issue descriptionApp Version: 71.0.3582.0 Canary iOS Version: 10.3.3,11.4.1,iOS 12 Device: iPad Mini 2, iPad Air 2,iPad Pro Steps to reproduce: 1. Launch Chrome in Normal mode. 2. Scroll the omnibox to the top. 3. Send the app to background. 4. Relaunch chrome in slide over mode. 5. Scroll the content suggestions upwards. Observed : At Step 4 : Omnibox disappears. At Step 5 : Google Doodle overlaps on content suggestions. Expected results: Omnibox should displayed in multitasking mode. Can you reproduce with browser-container-fullscreen enabled? This should be launching in M71: https://bugs.chromium.org/p/chromium/issues/detail?id=891661

Tested in: App Version: 71.0.3578.24 Beta Device: iPad 2018 iOS Version: 11.4.1 Issue is not reproducible with #browser-container-fullscreen flag enabled.
