No letter spacing between 'ff' when using Raleway font

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go to https://shattered.io/
2. See "What types of systems are affected?"
3. 

What is the expected behavior?
No letter spacing between 'ff' when using Raleway. However it does work when applying font-variant-ligatures: no-common-ligatures.

What went wrong?

Chrome version: 69.0.3497.100  Channel: stable
OS Version: 10.0
Flash Version: 

I haven't seen this behavior in other sites using Raleway so it's possibly something else on the site affecting it.

The observed appearance is defined by the font: "ff" is a standard typographic ligature, and the Raleway font supports it, which is why modern browsers display it as such. The other sites probably disable the feature via "font-variant-ligatures: no-common-ligatures" or use a different distribution of the font.

Able to reproduce the issue on Mac 10.13.3, Win-10 and Ubuntu 14.04 using chrome reported version #69.0.3497.100 and latest canary #72.0.3582.0.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.
