Regression: [Print Preview] Improper focus navigation is seen when 'Shift+Tab' key is pressed

Issue description

Chrome Version: 72.0.3582.0 (Official Build) Revision db5d271436f9329304e394c13ed3fb573588c2de-refs/branch-heads/3582@{#1} (32/64-bit)

OS: Windows (7, 8, 8.1, 10), Mac (10.13.1, 10.13.6, 10.14.1) and Linux (14.04 LTS)

Steps to reproduce:
1. Launch chrome and press "Ctrl+P" to open print preview.
2. Traverse the focus to 'All' radio button of 'Pages' section.
3. Press down arrow key so that Custom radio button is selected.
4. Now Press 'Tab' key and then press 'Shift+Tab' key to get focus back again.
5. Observe.

Actual Result: Improper focus navigation is seen when 'Shift+Tab' key is pressed.

Expected Result: Proper focus navigation should be seen when 'Shift+Tab' key is pressed.

This is a regression issue, broken in 'M-71' series and below is the manual regression range:
Good Build: 71.0.3564.0 (Revision: 594950)
Bad Build:  71.0.3565.0 (Revision: 595251)

(Unable to provide bisect using Per-revision script as "RuntimeError: We don't have enough builds to bisect" error message is thrown. Also, tried bisecting on other machines and same error is thrown. Hence, providing suspect using Chromium bisect)

You are probably looking for a change made after 594969 (known good), but no later than 594981 (first known bad).

Status: WontFix (was: Assigned)
Working as intended. The "actual" video is the correct behavior. Focus should only traverse to the selected radio button when traversing through a radio group, not to a button that is not selected, as shown in the "expected" video.
