Non-Regression : Unnecessarily ripple effect remains at 'Delete' key at 'PIN or password' field in Lock screen

Issue description

Chrome Version: 72.0.3581.0/11162.0.0 dev-channel Kip,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
1)Sign into User -> Go to chrome://settings/lockScreen -> At 'screen lock options' section select 'PIN or Password' option by clicking on 'SET UP PIN' and Enable toggle option of 'Show lock screen when waking from sleep' 
2)Now click on Uber Tray and select 'Lock' option -> In lock screen enter some digits -> press Tab until focus is on 'Delete' key and click 'Enter' until all digits should get cleared at PIN field 
3)Observe after last digit is cleared -> tab focus moves to 0 digit and ripple effect remains at 'Delete' key

Expected: Unnecessarily ripple effect should not remain at 'Delete' key
Actual: Instead Unnecessarily ripple effect remains at 'Delete' key 

This is Non-Regression Issue seen from M-64
