What steps will reproduce the problem?
(1)Sign into User -> on screen Right click -> select 'Set Wallpaper' option
(2)Now click on any tab for Ex: Earth -> hover on any Wallpaper and observe for tool tip(name of the wallpaper)  i.e. unable to know the details of required wallpaper and to know about the details need to click on wallpaper and details will be seen at 'Currently Set' option
(Please refer Video)

Expected: Tool tip(name of the wallpaper) should be seen on hovering on any Wallpaper
Actual: Instead no tool tip is seen

This is Non-Regression issue seen as New UI of Wallpaper is seen from 69.0.3480.0/10847.0.0
